Quincy Regional Crime Stoppers is a non-profit program involving three essential elements in the fight against crime; the community, the media, and law enforcement. It is governed by a volunteer Board of Directors comprised of Adams County citizens. The Board decides on cash rewards and raises funds through private donations from individuals and businesses, and through fundraising events.

Lillard is wanted on a parole violation and other charges that occurred in the past couple of days.
He was last seen in the Valley View Trailer Park.
